A Kearneysville woman, Alicia Catarina Chapman, was charged with felony theft for allegedly draining $2,000 from her brother's bank account while he was in jail. While initially helping him activate a debit card, Chapman sent him only $60 before her brother discovered a remaining balance of 75 cents upon his release. This charge follows another misdemeanor warrant for property damage related to a neighbor's security camera. As of the latest reports from The Spirit of Jefferson, Chapman has not posted bail and requested a jury trial.
